The book is free online. You can probably buy a hardcopy from Amazon; I'm not sure. If you really prefer reading it on paper, you can download the PDF and print it (it is a relatively short book).
I think Chapter 1 alone has answered your question, but you probably need some background knowledge (in the Appendix A) to fully understand how a website works.

Yes, you may thing blogdown as a CMS. For hosting, you can use the free service named Netlify. I mentioned it in Chapter 3: https://bookdown.org/yihui/blogdown/deployment.html
